📊 Phase 3 Analysis (Sec. 100-146)
This phase covers the most frequent violent crimes. The BNS introduces landmark changes here:
- Mob Lynching: Section 103(2) is a historic addition, providing death penalty or life imprisonment for murder committed by a group on specific discriminatory grounds.
- Hit and Run: Section 106(2) creates a specific category for drivers who flee the scene without reporting, carrying up to 10 years imprisonment.
- Suicide: The general attempt to commit suicide (IPC 309) is effectively decriminalized, only remaining an offence if done to prevent a public servant from acting (BNS 226).
Section 103(2): Target group-based killings (Lynching) with minimum 7 years to Death penalty.
Section 117(2): New provision for grievous hurt causing permanent disability or vegetative state.
